从事文稿起草工作的同志都有一个共同的体会，每到岁末年初之时，往往是最忙碌、最紧张、最充实的季节。这个时候，各种材料任务特别多、特别急。面对这种情况，如何提高文稿写作效率呢？这里，我谈谈自己的四点体会。
一、模仿范文写作
模仿，可以说是我们提高写作效率的重要途径。但我们首先要正确认识到，模仿绝不同于抄袭，抄袭是照搬他人的智力成果，而模仿写作是仿佳文的写作手法、语言风格、借鉴材料的方式，等等。起草文稿时，特别是对一些未曾写过的材料，有时候自己冥思苦想半天，可能还想不出好的思路，迟迟无从下手，但参照一些范文，依葫芦画瓢，往往会取得意想不到的效果，这对初学写作者，效果更佳。如何模仿？可以从仿词、仿句开始，主要是模仿句式、改换词语，然后仿观点、仿篇章，如改换材料、改变主题、改变叙述方式等。记得2008年底，我刚到办公室从事文稿起草工作。有一次，科长要我起草一份公司领导在月度经济活动分析会上的讲话稿，我翻出公司2007年底经济活动分析会领导讲话稿，仿照这篇范文的观点，我结合当时的新形势新情况，运用新的素材支撑观点，在较短的时间里起草了领导讲话稿，收到了良好的效果。
二、利用现有资料
现有资料是指文稿起草者已掌握的有关文件、领导讲话、工作简报、会议材料、重要数据、名言警句等。岁末年初，各种材料虽多，但由于有些工作是相同的，有些道理是相通的，有些现有资料也就可以充分用起来。相比千方百计到处找素材，从“数据库”中直接调已有资料，写作效率要明显高很多。在工作中，我常常采取以下三种方式利用现有资料：一是直接引用。这常见于对名言、俗语、诗词、典故等资料的引用。恰当地“拿来”这些资料，可有效增强文稿的感染力和说服力。有一年，我在起草公司新年献词时，从自己的剪报资料中直接引用了“东风浩荡满眼春，万里征程催人急”这句话，为文章增色不少。二是嫁接改造。运用现有资料时，尤其注重精炼和贴切。所谓精炼，就是指现有资料只是为新文稿而服务，叙述事实论据时，要择要交代，把能证明新文稿观点的那部分拿过来就行了；所谓贴切，就是论据和论点相统一。使用已有资料时，必须根据新文稿的需要进行“压缩”“替换”“改造”。三是合并同类。起草文稿时，有时候会碰到这种情况，在几个现有资料中同时有一些可以用起来的素材，这个时候，我们就要善于对相关素材进行整理，分门别类进行梳理，归好类，去粗存精，保留重要部分，用好关键信息。
三、善于提前准备
在几年的工作中，我逐渐养成了一个习惯，“计划内的事情提前做，计划外的事情尽快做”，把这个习惯用到写材料上，也是很好的。特别是进入年底，材料任务很重，要提高文稿写作效率，提前准备显得尤为重要。那么，到底要从哪些方面做好准备呢？一是加强工作统筹。由于岁末年初常规性材料多，临时性任务杂，如果不注意加强统筹、分清轻重缓急，而是眉毛胡子一把抓，就容易打乱仗，直接影响写作效率。因此，每到11月份，我们就会研究制定文稿工作统筹一览表，做到制定计划不漏事，落实责任不含糊，明确进度不拖拉，以便高效有序推进各项工作。二是提前思考提纲。文稿起草主要包括搜集资料、确定主题、领会意图、拟定提纲、完成初稿、反复修改等6个步骤。如果我们把这项工作想在前、做在前，就可以把难事化易，将急事变缓，让效率提升，使效果增强。三是及早收集素材。起草各类文稿，既要注意大量掌握信息，解决文章内容问题，又要注意从材料堆里走出来，解决好观点提炼问题。为此，在平时，我们就要善于利用网络、报纸等工具，开始搜寻信息、占有材料、储备观点，实现从被动应付工作到主动适应要求，再到超前谋划工作的转变。争取主动，也就赢得了效率。
四、优化工作方式
提高文稿写作效率，还可以在改进方式方法等方面想办法、下功夫。一是分工协作。我们通常根据文稿的难易、急缓程度，采取“一人牵头，全体参与；一人牵头，一人配合”等方式起草。比如，撰写年度工作会议主题报告等大型材料时，一般都会成立写作班子，把几个能写材料的人集中起来，由一人牵头，其他同志配合，各写一块，再统稿，以提高效率。二是限时完成。有时候，文稿写作效率低，主要是因为起草者时间观念不强，没有紧迫感，拖一时算一时，以致耗时长。而实行限时制，要求起草者坚持“准时、优质、高效、负责”的原则，按照规定的时间、程序和要求起草文稿，有助于提高写作效率。三是同步推进。从拿出初稿到正式使用，其中还有完善数据、征求意见、呈送领导、校对印制等诸多流程。这些环节如果衔接不好，也会拖延时间。为提高效率，有些环节的工作可以同步推进、交叉进行。四是改善环境。文稿工作既劳心又劳力，文稿起草者的工作环境直接影响着工作效率。因此，要建立有效的激励机制，鼓励工作人员勤学苦练，多出精品，条件成熟的应优先提拔重用，让能力强、贡献大的笔杆子脱颖而出，担当重任。要改善硬件设施，为文稿起草者提供清净舒适的办公场所，减少岁末年初迎来送往等活动，避免外界干扰影响写作、影响效率。
十五、抄送机关标识中的常见错误
1、使用已废除了的“抄报”或“报”、“送”、“发”
