选择合适的表达角度浙江省人大常委会办公厅何新国
对于相同的人物、事件、风景，观察的角度不同，看法、结论、印象也就会有所不同，所以，摄影要选景，绘画要讲究视角，写文章要注意角度，道理都是一样的。苏轼描写庐山“横看成岭侧成峰，远近高低各不同”，就是强调角度的变化。对于写文章而言，角度决定思想、影响结构、关系表达，是文稿起草成败的一个关键问题。2004年4月，我完成了《浙江省人民代表大会志》一篇序言代拟稿的写作任务。后来回想起来，如果不是及时地选择新的角度，恐怕难以完成这一写作任务，或者即使完成了也很勉强。
2005年12月，历时五年编纂而成的《浙江省人民代表大会志》由中华书局出版发行。方志学界对这部160万字的志书评价很高，一致认为志书很有特色，其中之一就是志书开篇收有现任省委书记、省人大常委会原主任、省方志学会会长等三篇颇有份量的序言。
中国方志学会副会长、浙江省方志学会会长、地方志专家魏桥先生的序，着重肯定了这部志书的文献价值、地方特色、时代特点，以及对于我省地方人大修志的开创意义，可以说从方志学的角度对志书进行了全面而中肯的评价。省委原书记、省人大常委会原主任李泽民同志作为志书编委会主任，他的序首先深刻论述了建国五十多年来人民代表大会制度的实践取得的丰硕成果，以及坚持和完善人民代表大会制度的重要意义，接着从志书编纂的指导思想、基本内容、主要特色等几个方面充分肯定了编纂出版志书是一项开创性的工作，最后特别强调了这部志书编纂出版的重要意义和深远影响，可以说对人民代表大会制度、政权志、志书的特点等方面进行了比较全面的论述。2004年4月，我接受起草现任省领导序言代拟稿的任务时，李序、魏序文稿都已经出来了，而且志书编辑委员会及其办公室的同志对两篇文稿都相当满意并给予了高度评价。按照志书编排计划，现任省领导的序言将放在全书之首，接着才是李泽民同志的序言、魏桥先生的序言。第一篇序言位置显耀、分量最重、要求很高，而读过李序、魏序之后，则会深深地感受到有关志书的一些容易想到的话语似乎都已经讲完了，一时难以落笔挥毫。更为主要的是，这篇序言代拟稿原来由一位副厅级领导执笔写出了第一稿，不知道是哪个方面没有处理好，在志书编辑委员会办公室讨论时没有通过。此时我只是一名副处长，接受起草任务，可谓临危受命，但毕竟人微言轻，所以心理压力非常大。
这篇现任省领导序言代拟稿，写作起来肯定是一场硬仗，对此我心里有充分的思想准备。动笔之前必须深入思考，努力做到胸有成竹。第一，人民代表大会制度建立以来，我国社会主义民主法制建设走过了一段不平凡的路程，国家根本政治制度在实践中不断完善和发展；第二，人民代表大会及其常务委员会作为国家权力机关，以推进社会主义民主法制建设为根本任务，在社会主义现代化建设尤其是全面建设小康社会进程中做了大量的工作、作出了积极贡献。第三，省领导到浙江主持工作以来，省委先后作出了几项重大决策，都很好地体现了我们党立党为公、执政为民的本质要求，有力地推动了人民当家作主。上述三个方面内容，都可以写进志书序言。毕竟是为同一本书作序而且原材料也大致相同，所以当务之急是要避免与另外两篇序言在内容上重复雷同。面对相同的时代背景、相同的原始材料、相同的题目形式，要把文章写出不同的面目，唯一的办法只能是找到一个比较独特的角度，按照新颖的思路去组织材料、提炼观点、结构文章。这个独特的角度、新颖的思路是相对于另外两篇序言而言的，必须与另外两篇序言的处理方法区别开来，其实也就是文章的中心主题、文章的主线脉络要具有鲜明的个性。
这时刚好在杭州大华饭店讨论志书初稿，晚上住在大华饭店，与西湖为邻，推开窗户，接纳湖光山色与晚春时节的微风，沁人心脾。我再次翻开江泽民同志在中国共产党第十六次全国代表大会上的报告，重点研读“政治建设和政治体制改革”即第五部分的内容。当我读到“我们党历来以实现和发展人民民主为己任。……党的领导是人民当家作主和依法治国的根本保证……。……共产党执政就是领导和支持人民当家作主，最广泛地动员和组织人民群众依法管理国家和社会事务，管理经济和文化事业，维护和实现人民群众的根本利益。”这一自然段时，思路顿时豁然开朗。这一段文字主要论述了“中国共产党执政与发展社会主义民主的关系”，这不就是我苦苦寻觅的序言的角度和切入点吗？作为序言的角度和切入点，这句话正好紧扣省委书记兼省人大常委会主任的双重身份，这真是太难得太绝妙了。
经过深入思考，另辟蹊径，终于选择了新的角度，为序言代拟稿的写作最后能够突破重围奠定了基础。于是，第一段就讲中国共产党的执政在中国历史上第一次真正实现了人民当家作主，人民代表大会制度作为我国的根本政治制度，为人民当家作主提供了制度保障，历史和现实已经并将继续证明，人民代表大会制度是适合我国国情的好制度。
第二段主要讲改革开放以来浙江现代化建设取得巨大成就，很重要一个方面就在于历届省委坚持人民代表大会制度、支持和保障人民当家作主，调动人民群众建设中国特色社会主义的积极性和创造性。尤其是省委按照总揽全局、协调各方的原则，不断规范与本级国家权力机关、行政机关、审判机关和检察机关的关系，改革和完善领导方式，支持人大依法履行地方国家权力机关的职能，推进我省社会主义政治文明建设。在省委的领导下，历届省人大及其常委会始终坚持党的领导、人民当家作主和依法治国的有机统一，为坚持和完善人民代表大会制度，实现和发展人民民主作出了不懈努力。全省人大工作在实践中有成效、有创新、有特色，已经形成整体推进、稳步发展的良好格局。
第三段重点讲当前省委作出实施“八八战略”、建设“平安浙江”等重大决策都充分体现了我们党立党为公、执政为民的思想，与发展人民民主的本质要求是完全一致的。而且，省委从提高党的执政能力的高度，进一步加强对人大工作的领导，召开全省人大工作会议，明确了新阶段全省人大工作的总体思路和基本要求。全省各级人大及其常委会正以此为契机，进一步增强使命感和责任感，切实加强自身建设，充分发挥在浙江物质文明、政治文明、精神文明与和谐社会建设中的应有作用，努力为加快我省全面建设小康社会、提前基本实现现代化作出新的贡献。
