box-sizing: border-box !important;"> 上述方法尤其是后者主要是针对公文写作的入门者而言的，在党政机关工作多年的“老手们”早已熟练掌握了公文的结构模式，无论计划还是总结，都能从党委领导到制度建设再到基层落实，洋洋洒洒写个十几页。但其中又折射出公文写作思维僵化的深层问题：结构模式千篇一律，材料内容雷同，措施办法脱离实际，遣词造句缺少文采。对于各级党政机关而言，公文写作质量是检验工作水平、衡量工作能力的重要指标。 </span><br style="max-width: 100%; box-sizing: border-box !important;"> 公文拟制是公文处理工作的第一道程序，公文标题是公文拟制的第一个环节。标题拟制的原则是简明准确地概括公文的核心内容，起的是画龙点睛作用。公文不同于其他文体的文章，其实用性最高，相应的生动性较低。阅文者在收到内容复杂、篇幅较长的公文时，读完大标题后习惯于先浏览一遍各级小标题，理清思路，抓住要点，然后才决定哪部分精读，哪部分泛读。各级小标题拟制的水平决定了阅文者对公文内容的阅读理解和贯彻落实的程度。如果说公文大标题是一座山峰（主旨）的话，那么文中的各级小标题就是指引进山者（读者）的一个个路标（段旨）。进山者能否到达那座山峰取决于路标是否准确清晰、设置合理，因此，公文小标题的拟写和修改十分重要。 </span><br style="max-width: 100%; box-sizing: border-box !important;"> 好文章是“改”出来的，公文标题也要反复修改才能充分发挥其应有的作用。从广义上来说，一是把握“上意”，准确体现。“上意”指的是党和国家的有关方针、政策、法律、法规和发文机关的制发意图，在标题中要能够准确传达出来。二是体谅“下情”，通俗易懂。“下情”说的是收文机关阅文后的接受程度和执行深度，标题拟写要深入浅出，明白如话。总体上的修改原则是：把复杂的问题简单化，把凌乱的材料条理化。至于具体的修改方法，因文而异，因事而异，因人而异。 </span><br style="max-width: 100%; box-sizing: border-box !important;"> 首先，公文起草者应具备全局意识和高屋建瓴的视角。起草公文总会重复出现同一个问题——起草者的视角和审核者的视角能否达到一致？两者看问题的角度和深度不同，前者的视角较为微观，后者的视角相对宏观。显然起草出来的公文应当符合后者的要求。例如某省住建厅给下级各单位发了一份指示性通知，大标题经过了三次修改，依次为《某省住建厅关于安全大检查的通知》——《某省住建厅关于开展安全大检查工作的通知》——《某省住建厅关于开展安全大检查，严防发生恶性事故的通知》，最后一次修改既提升了上级的宏观视角，又使下级明确了工作目的和要求。没有为了追求标题的“简”而放弃了“明”，做到了简明准确地概括了公文的核心内容。公文起草者要尽量抛开自身的角色地位，换位思考，站在发文机关的角度和全局工作的高度修改标题，才能使标题一针见血揭示出工作实质。 </span><br style="max-width: 100%; box-sizing: border-box !important;"> 其次，应理顺文中小标题之间的逻辑关系。公文中的每个一级标题就是一个观点，各个观点之间应体现出一定的逻辑关系，才能点明和深化主旨。例如某药业集团《关于集团领导班子教育实践活动整改方案落实情况的报告》中的三个一级小标题依次为：一、整改工作的基本情况;二、整改工作的基本做法;三、整改工作的基本成效。其排列顺序存在主次错位的问题。报告是向上级机关汇报工作、反映情况的上行文，作为上级最想知道的是布置给下级的主要工作做得怎么样（结果），然后才是怎么做的（过程）、还存在哪些问题以及如何解决（打算）等等。上述三个一级小标题的排列顺序显然只是从发文者的视角出发，而未能虑及阅文者的立场和需求。修改之后的顺序是：一、整改工作的基本情况;二、整改工作的主要成效;三、整改工作的措施办法;四、整改工作存在的问题。将中间两个标题的次序调换一下，个别词语稍作修改，以突出重点，同时增加了第四点存在问题，这也是上级需要知晓而文中未曾提及的。可以作为典范的标题是国家食品药品监管总局《关于进一步加强中药材专业市场质量监管的通知》（食药监电﹝2015﹞3号）中的一级标题：一、立即开展整治行动;二、严厉惩处违法犯罪行为;三、切实加强中药材监督管理;四、加大信息公开和曝光力度;五、严格落实地方政府责任。从中可以看出给下级机关安排的工作任务由具体到全局，由当下到今后，无论时间顺序还是空间布局都井井有条，指示明确，步骤合理。 </span><br style="max-width: 100%; box-sizing: border-box !important;"> 第三，行文语气可以在严肃中透出“人情味”。公文说的是公事，但不必总是用刻板的语气，给人一种“拒人于千里之外”的冰冷感。特别是涉及到民生事务时，适当选用一些富含人情味的语句传达党和国家的方针、政策，能发挥事半功倍的作用。例如一份关于防汛、抗旱救灾工作的文件中的一级标题是：一、加强组织领导;二、做好供应保障工作;三、成立救灾领导工作小组;四、落实责任。一副公事公办的语气，看似工作职责是尽到了，但没有情感，缺少人情味。《陕西省人民政府关于贯彻落实习近平同志来陕视察抗震救灾工作时重要讲话精神切实做好抗震救灾和灾后重建工作的意见》（陕政发〔2008〕22号）可以作为修改的参照。该文的一级标题是：一、继续把救治伤员作为重要任务;二、千方百计安排好受灾群众的生活;三、尽快开展生产自救和灾后恢复工作;四、以良好的作风推动抗震救灾和灾后重建工作取得全面胜利。其中第二项工作的二级标题分别是：（一）认真解决好受灾群众的吃饭问题;（二）切实保证受灾群众喝上干净水;（三）加强卫生防疫工作;（四）把解决受灾群众住房问题作为重中之重;（五）组织好群众生产生活物资供应;（六）加大思想政治工作力度。四个一级标题按照主次轻重的顺序排列，当务之急是救治伤员，安排群众当前的生活，等灾情稳定之后再开展自救和灾后重建工作;六个二级标题用到了“吃饭问题”、“干净水”、“重中之重”、“物资供应”等词语，严肃理性中透着朴实直白，体现出人民政府鲜明的务实作风，令受灾地区的群众倍感温暖。 </span><br style="max-width: 100%; box-sizing: border-box !important;"> 第四，用整齐的句式营造朗朗上口的表达效果。公文虽然是一种实用文体，但并不排斥生动的语言和适当的修辞，如果运用得当既能加深阅文者的印象，又能彰显起草者较高的文字驾驭水平。例如某市城建委《关于切实做好春节后建筑工地安全生产工作的通知》中的四个一级标题分别是：一、提高认识，精心部署;二、认真排查，消除隐患;三、多样培训，确保安全;四、强化监管、落实责任。四个标题运用了对偶句式，句式结构同为动宾词语，读起来节奏明快，朗朗上口，传达出强烈的行动意味和口号式的鼓舞力量。某市地税局《2013年政府信息公开工作报告》中的一级标题依次为：一、概述;二、主动公开政府信息情况;三、依申请公开政府信息及咨询受理情况;四、政府信息公开的收费及减免情况;五、政府信息公开复议、诉讼情况;六、存在的主要问题和改进措施。六个一级标题仅指出了报告的工作项目，没有分析结果;标题之间缺少紧密的逻辑关系;参差不齐的句式给人一种凌乱之感。整体来看，标题拟写得单调不明了，未能发挥出标题的导向作用;更能看出起草者以及各级审核者敷衍的工作态度。这样的公文递送到上级机关，其阅读效果和评价结果可想而知。根据公文标题主旨“信息公开工作”修改后的一级标题为：一、指导思想旗帜鲜明;二、各项保障周密到位;三、公开工作形式多样;四、举报信息回复率高;五、存在问题及时改进。标题之间逻辑关系严密，句式结构整齐，使枯燥冗长的公文有了生动感，增强了阅文的愉悦感。 </span><br style="max-width: 100%;
