<img width="252" height="31" src="file:///C:\Users\HP\AppData\Local\Temp\ksohtml\wps80F2.tmp.png">  萧县“六个明确”加强基本公共卫生服务资金管理<o:p></o:p> 为加强和规范基本公共卫生服务补助资金管理，创新资金安排、分配、使用、监管等管理方式，压实管理责任，提高财政资金经济效益和社会效益，日前，县财政局、县卫生计生委联合印发了《萧县基本公共卫生服务补助资金管理实施细则》（财社【2018】67号），共有总则、资金筹集拨付、资金分配及管理使用、资金绩效及监管责任、附则五章二十六条。对规范管理项目资金提出了“六个明确”要求。<o:p></o:p>      一是明确项目资金支出范围及标准。项目资金主要用于开展基本公共卫生服务所需的需方补助、工作经费和能力建设等支出。2018年按常住人口人均不低于55元标准筹集安排基本公共卫生服务补助资金。二是明确项目资金拨付方式及进度。采取“先预拨、后清算”的方式，拨付至项目实施单位进度应在当年3月31日、6月30日和9月底以前分别达到40%、50%和不低于80%，次年1月20日前，依据年度考核结果，清算资金达到100%。三是明确规定严禁不规范使用资金的项目。严禁扩大支出范围；严禁挪用项目资金；严禁虚报业务进度，虚构专门事项，套取项目资金；严禁冒领劳务和补助费用等。<span style="font-family: 仿宋_GB2312; background-image: initial; background-position: initial; background-size: initial; background-repeat: initial; background-attachment: initial; background-origin: initial; background-clip: initial;">资金“按季度预拨、绩效考核后结算”的原则核拨。2018年按常住人口年度基本公共卫生服务经费筹资标准的48%给予补助。对村卫生室无力承担的基本公共卫生服务任务，应将补助资金合理支付至承担的机构。县级财政、卫生计生部门在乡镇卫生院<span style="font-family: 仿宋_GB2312; background-clip: initial;">五是明确项目资金考核管理办法。县财政局、县卫生计生委负责制定印发全县基本公共卫生服务绩效考核实施方案，每年县对乡镇（社区）考核不少于2次（上下半年），并实行季度日常考核指导，同时积极引入第三方考核，考核结果与项目补助资金拨付（清算）、以后年度预算安排等方面直接挂钩。委托乡镇卫生院、（社区卫生服务中心）对村卫生室（社区卫生服务站）每季度考核1次，考核结果作为季度项目资金拨付和年度清算的依据。六是明确项目资金监管责任。县财政局、县卫生计生委对基本公共卫生服务项目执行落实、资金监管使用、绩效考核评价及全县项目资金安排等工作承担主体责任。主动接受人大、审计、财政、监察、社会监督，提高财政资金管理的透明度和知晓度。县财政局负责项目资金的日常监督，对不按规定使用项目资金的，将按照《财政违法行为处罚条例》、《安徽省财政监督暂行办法》等予以处理处罚。对有关部门或其工作人员因失职或滥用职权造成基本公共卫生服务项目资金流失的，将追究相关领导和责任人员行政责任，构成犯罪的，移送司法机关处理。<o:p></o:p>
