font-size: 16pt; background-image: initial; background-position: initial; background-size: initial; background-repeat: initial; background-attachment: initial; background-origin: initial; background-clip: initial;"><o:p></o:p>（二）坚持正确的用人导向。坚持“用人为贤、德才兼备、以德为先”的用人原则，按照“重德、重绩、重基层、重公认”的选人用人要求，把好干部选任关。认真贯彻落实《干部任用条例》，坚持把《条例》同本单位干部选拔任用工作的实际结合起来，选拔任用了一批业绩突出、奋发有为的干部，充实了xx干部队伍力量。2013以来，xx局及其下属机构共提拔副处级干部3人，正科级干部16名，副科级干部17名。<o:p></o:p>（三）规范人事管理。一是严格遵守档案管理制度。抓好干部人事档案管理的每一个环节，确保进档材料的真实、准确，每份档案安全、保密，使人事档案工作走上规范化管理轨道。二是加强干部人事档案审核工作，对干部“三齡两历一身份”严格审查，杜绝干部档案造假和涂改。完善协调机制，对人事工资、考核奖惩、选拔任用等干部工作材料规范整理，及时归档，没有发生档案材料缺失的问题。三是积极推进干部人事档案数字化工作，对干部人事档案实行信息化管理，并增设网络“监控器”和“防火墙”，实现干部人事档案工作的安全、科学、便捷管理。<o:p></o:p>（四）做好保障服务。一是加强工资管理，按时办理干部职工的工资调标和晋级等相关事项。二是认真执行干部职工福利方面的相关规定，明确范围和标准，确保社保、医保、住房公积金、健康体检等各项福利政策的落实落地。三是加强干部的教育培训。积极推行专业培训、岗位培训和知识更新培训等，提高干部职工的综合素质和工作技能。<o:p></o:p>三、存在的问题及主要成因<o:p></o:p>一是存在领导班子年龄结构不合理的问题。好的领导班子要由不同年龄段的干部组成，老、中、青三个年龄段组成的梯次结构领导集体有利于发挥各自的最优效能，且有利于保持领导班子的连续性和继承性。我局领导班子中最年轻的一位领导年龄也已超过44岁以上（中青年干部的分界线），5个下属机构班子成员里仅有1-2名年轻干部，整个xx系统班子结构老化严重，缺乏活力。其主要原因：一是缺乏让年轻干部脱颖而出的体制机制，年轻干部晋升比较困难。二是缺乏正确的识人选人方法，在处理德与才、好学历、文凭和能力关系上顾虑重重，难以决定。三是在抓班子建设时，太过偏重个体因素，对班子结构合理性重视不够，未能围绕领导班子整体功能，有针对性地配备领导干部。<o:p></o:p>二是存在整个队伍年龄断层问题。xx系统中平均年龄超过40岁以上的干部职工占80%，未来5年，约有15%左右的干部将陆续退休，青黄不接现象较为突出，近几年虽然通过公务员考试补充了一批新鲜血液，但队伍组成仍需继续优化。机构改革后，系统内人少事多，对于人员的需求较大，同时，系统内又存在大量空缺编制，矛盾较为突出。其主要原因：一是组织人事前期谋划工作不到位，未能及时根据xx工作调整做好人事调整。二是缺乏领导重视，组织人事工作是一项复杂的工作，分管人事工作的领导预见性与灵活性有待提高。<o:p></o:p>三是存在年轻干部培养力度太弱的问题。系统内暂时没有30岁以下的副科级干部，人才储备、培养方面较为匮乏。其主要原因：一是选任机制不完备。缺乏遵循干部成长规律的选拔任用制度体系，破格提拔制度“只闻楼梯响，不见人下来”。二是考核管理缺压力。目前干部实绩考核和日常管理往往重视领导干部，对中层干部、办事员的考核管理还缺乏完善的制度机制来重视和约束。年轻干部大多尚未走上领导岗位，监管力度的不足导致很多人缺乏内在的动力和外在的压力。<o:p></o:p>四是存在人员混岗混编的问题。目前我局存在行政事业编制人员相互混用的情况。其主要原因：一是局机关行政编制太少，客观上存在工作负荷大，人手紧的问题，为适应工作需要，因此从xxx、xxx等二级单位借调人员到机关工作。二是由于xx工作难度大，任务重，专业要求高等原因，鉴于二级单位没有适合人员的实际情况，为了推动相关单位工作，从局机关选用了综合素质较高、能够胜任职务的领导干部兼任下属二级单位一把手。<o:p></o:p>五是存在交叉任职的问题。我局xx同志兼任了xx与xx双重身份，xx志兼任了xx双重身份。交叉任职有利有弊，我局交叉任职现象较为突出，总体来看弊大于利。主要原因：一是专业能力强、素质高的人才较为缺乏，二级机构没有突出人才胜任相关工作。二是政权工作运行机制不畅，职责划分不清晰。<o:p></o:p>四、整改措施<o:p></o:p>     （一）完善干部制度，促进领导班子年龄结构合理化。一是打开领导班子吐故纳新、领导干部能上能下、干部队伍能进能出的新局面。抓好“进”与"退"。通过公开选拔、竞争上岗、聘用制等制度,突破干部身份、职级、年龄、资历的限制，扩大选拔范围,促使优秀青年干部脱颖而出。完善干部的退休和离退职等配套制度，建立干部正常的退出机制，为优化领导班子年龄结构提供较大余地和空间。二是在选人用人上有所突破，破除论资排辈等观念，不拘一格选人才，对那些政绩显著、群众公认的好苗子敢于打破常规、破格使用。三是在领导班子的配备上，注意老中青干部的合理搭配和年龄优势的互补，坚持按干部的年龄层次，区别对待，既让优秀青年干部有干事的平台，又同时注重充分发挥老年干部的作用。<o:p></o:p>（二）健全城管队伍建设工作机制，调整队伍年龄组成。一是制定长远的xx队伍建设规划，通过党组讨论拿出人才吸纳方案和后备干部培养名单，将补充人才的任务落到实处。通过国家公职人员考试、事业单位招考等途径，把社会优秀人才引入xx队伍，补充人员力量。二是领导要高度重视，全力推进xx队伍人员结构优化改革，重视对于优秀人才的任用、提拔。<o:p></o:p>（三）强化对年轻干部的培养，为年轻干部的成长搭建平台。一是完善选任机制。建立后备干部信息库,加大人才储备，综合运用民主推荐、年终考核、挂职锻炼等形式，将优秀的青年干部纳入后备干部进行培养。强化年轻干部实践锻炼，将年轻后备干部选派到条件比较艰苦、工作环境比较复杂、工作量比较繁重的岗位上锻炼学习。建立“一包一”的帮带机制，选派各班子中德高望众、工作经验丰富的老领导与青年后备干部结对子，培养青年后备干部在复杂情况下解解决急难险重问题的能力。二是细化工作目标任务，严格目标考核管理。进一步明确各科室、局属各单位的工作职责、岗位职责，分解目标任务，定期组织考核，将考核结果纳入干部任用的选拔条件。<o:p></o:p>（四）理顺人事组织关系，着力解决人员混岗混编问题。一是以xx改革为契机，结合我局当前面临和承担的工作任务和职责，高标准拟定“三定”方案，科学设置人员编制和岗位职责，合理划清市、区两级权限边界，使机构编制与工作任务相适应。二是严格执行经批准的“三定”方案，定人定员定岗，对借调人员一律清退原单位，对局机关领导兼职下属单位职务的人员予以调回，重新进行工作分工。<o:p></o:p>    （五）畅通工作运行机制，逐步解决交叉任职问题。一是实行党政“一岗双责”制，强化压力传导，增强领导干部学习的主动性和紧迫感，促使他们在政治理论知识、业务专业知识、领导协调水平等方面的全方位提高，使干部成长更快。二是细化工作职责，实现科学合理分工。根据领导干部专业结构、工作能力、业务与分管工作之间的衔接特点进行合理分工，强化管理与协作。<o:p></o:p>
