font-size: 17px; letter-spacing: 0.544px; box-sizing: border-box !important;">——思想认识要深化。做到“应收尽收”，是贯彻落实习近平总书记重要指示的政治任务。自疫情发生以来，习近平总书记高度重视，对武汉尤其牵挂在心。“应收尽收，刻不容缓”，是习近平总书记提出的明确要求，是一道不折不扣要执行到位的命令。能不能做到“应收尽收”，是检验广大党员干部有没有做到“两个维护”的试金石。做到“应收尽收”，是阻断疫情传播源、打赢防控阻击战的关键一招。“水龙头不关，拖地板再起劲也是徒劳。”把人民群众生命健康安全放在第一位，不是一句口号，必须落实在“应收尽收、不落一人”的具体行动上，体现在最大限度降低疫情死亡率上。做到“应收尽收”，是展示武汉干部拼搏担当的重要契机。武汉疫情牵动着全国人民的心，“武汉加油”正响彻神州大地，“一方有难、八方支援”的氛围日益浓厚。在这个紧要关头，武汉干部必须克难攻坚，展现武汉担当、武汉精神、武汉效率。<p style="max-width: 100%; font-size: 17px; letter-spacing: 0.544px; box-sizing: border-box !important;">——目标要求要明确。对确诊患者、疑似患者、发热患者、密切接触者“四类人员”实行分类收治和隔离留观管理，这是依法科学防控之策，是减存量、控增量、防变量的管用之举，必须统筹推进、全面落实，做到360度无死角。其中，做到对重症患者“应收尽收”，是最紧迫、最要紧的硬任务，是中央指导组部署的重大攻坚任务。安全稳妥全面完成重症患者“应收尽收”，是打好打赢今天这场硬仗的目标要求，是一条底线，是一个军令状，没有讨价还价的余地，绝不能拖延，绝不能以种种理由推脱。各区务必对表对标，争分夺秒，排除万难，奋力夺取全面胜利。<p style="max-width: 100%; font-size: 17px; letter-spacing: 0.544px; box-sizing: border-box !important;">——责任机制要健全。做好“应收尽收”工作，既要鼓舞士气，又要严肃问责。基层干部很辛苦，我们要坚持严爱并举，既要为他们担当拼搏撑腰，也要给他们完成任务压担子。我看要建立三项制度：一是实行一小时通报制度。今天各区每隔一小时要向省市指挥部报告一次进展情况，碰到什么新问题、新难题，都要及时如实汇报。各区对街道也要建立这样的制度，环环紧扣、步步紧逼，绝不能掉链子。二是领导干部下沉包干、靠前指挥机制。市级干部要下沉到区里，靠前指挥，区级干部要下沉到街道，包干负责，与基层干部并肩作战。三是建立激励问责机制。急事难事看担当。要以结果论英雄，把完成“应收尽收”任务作为考察干部完成急难险重任务能力的重要依据，作为评价干部政治觉悟和素质的重要依据，作为干部表彰表扬、提拔使用的重要依据。对没有完成任务的，要动真格不手软，视情依纪依规严肃问责。<p style="max-width: 100%;
