font-size: 17px; letter-spacing: 0.544px; text-align: justify; line-height: 1.75em; box-sizing: border-box !important;"><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;"> 新型冠状病毒感染肺炎疫情发生以来，面对安康与湖北地区地缘相近、交流频繁以及春节前后武汉与安康往来人数位居全省前列等严峻复杂形势，我们把疫情防控作为当前最重要的工作，切合安康市情果断采取了一系列联防联控、群防群控的措施，市、县、镇(办)、村四级联动，精准施策、有序应对、攻坚克难、严明纪律，实现了安排部署“紧”、排查筛查“细”、医疗救治“快”、疫情监测“准”、基层防控“实”、物资保障“稳”的初步成效，得到了国务院督导组、指导组的肯定。</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">就全国、全省而言，确诊患者和疑似病例仍然处在高位，疫情防控形势仍然十分严峻复杂，防控工作正处于关键期、胶着期。</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">随着重点项目和企业的复工复产，各类学校将来也要陆续开学，人流物流将会不断增加，疫情防控最危险的“窗口期”还没有过去，后期疫情防控还会面临更为艰难的局面，对我老秘网市人力、物力、财力保障工作将带来更大的挑战。</span></section><section style="margin-right: 8px; font-size: 16px; box-sizing: border-box !important;">一季度安康经济运行必将出现大幅度下滑，甚至负增长。</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">面对稳增长、保稳定的空前压力，我老秘网市保持经济增速全省第一方阵、完成年度目标任务、实现“十三五”圆满收官的任务将异常艰巨。</span></section><section style="margin-right: 8px; font-size: 16px; box-sizing: border-box !important;">近年来外部环境复杂多变、经济下行压力加大，这次疫情发生后，市场持续低迷，企业发展遭遇挫折，这个时候就需要我们“更好地发挥政府作用”，出台更有力的政策措施，帮扶企业克服困难、走出困境。</span></section><section style="margin-right: 8px; margin-bottom: 15px; font-weight: bold; box-sizing: border-box !important;">一要全面落实优惠政策。</span>刚才元世同志宣读的《关于应对新型冠状病毒感染肺炎疫情支持中小企业健康发展的政策措施》，虽然只有短短9条，但很有含金量，不少内容都是我要求加上去的。</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">比如，我们决心压缩一般性支出和“三公经费”20%以上，市级财政筹措资金3000万元，优先用于支持重点企业、重点项目复工，这都是真金白银、刀下见菜的“实货”。</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">比如，我们提出新社区工厂和毛绒玩具文创企业房租减免支持政策在原基础上再延长一年；</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">对承租国有资产类经营用房（非工业集中区内）的企业，也不同程度的减免补助。</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">可以说，这9条政策措施涵盖了用工、房租、贷款、社保、税费、物流、清债、运营等方方面面，希望各县区、各部门尽快把这些优惠政策落地落实落细，同时鼓励各县区根据自身条件出台更优惠的支持政策。</span></section><section style="margin-right: 8px; font-weight: bold; box-sizing: border-box !important;">二要优化提升政务服务。</span>充分发挥好市稳增长和稳投资专班的统一指挥作用，深化市级领导和部门包联重点企业机制，继续开展领导干部大走访、政企连心桥活动，包联领导要深入企业，当面倾听企业心声、现场办公解决问题，包联部门要派驻联络员驻企帮扶指导、主动靠前服务。</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">持续优化营商环境，深入推进“放管服”改革，积极推行投资审批“一口受理”“容缺受理”“绿色通道”“代办服务”等制度，为客商和群众提供便捷高效的政务服务。</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">对于出台的政策、签订的合同和协议，要一诺千金、坚决兑现；</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">对上级出台的政策措施，有关部门要第一时间研究，认真对接落实，让政策早落地、企业早得利；</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">对中省应对疫情即将出台政策措施，要有准确预判，有的放矢提前包装项目、最大限度争取中省项目和资金。</span></section><section style="margin-right: 8px; box-sizing: border-box !important;">我们很多企业家们来到安康创业发展，投入的是资金、是技术、是全部身家啊！</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">遭遇到当前这样的严重疫情，不少企业面临严峻的生存挑战，可能我们扶一把他们就渡过难关、站稳脚跟了，拉一把他们就走出泥沼、柳暗花明了。</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">现代社会运行是一个完整的循环，生产前端的中断必将延迟显现在经济运行的末端，生产环节中断的时间越长，经济恢复运行的时间越久，产生的社会影响也更大。</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">各级各部门要全面、准确、深刻地把握和贯彻中省工作部署，在抓好疫情防控工作的同时，积极稳妥有序推动复产复工工作。</span></section><section style="margin-right: 8px; font-weight: bold; box-sizing: border-box !important;">一要突出重点、自2月10日起有序复工复产。</span>凡是对全年稳增长影响大、有完工时限约束、方便疫情防控、投资体量大、涉及脱贫攻坚、可以通过网络开展业务的重点建设项目，要全面复工，具体包括：</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">农田水利设施，平镇和安岚高速公路、市体育馆、北环线、长春路、古西城文化园、高新区基础设施、城东基础设施、园区标准化厂房、猪八戒网等，正在建设的安康机场要继续加快施工。</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">凡是有利于疫情管控和基本民生保障的企业，要全面复产。</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">包括并不限于：</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">医疗、粮油、蔬菜、食品、水、电、气、石油、化肥、通讯、运输、公交、市政城管、市扶贫空间、市毛绒玩具“五大中心”、上港“无水港”等。</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">凡是用工量小、自动化程度高的企业，要全面复产或继续生产，主要有华银科技、南水汽配、普瑞达电梯、奥邦锻造、农业种养殖企业、农业园区、农业产业化龙头企业等。</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">其他企业和项目，只要能落实中省市规定的规范疫情防控措施，也支持尽早复工复产。</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">政府投资项目要发挥示范引领作用。</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">各类新社区工厂、毛绒玩具企业也要尽可能早日复工复产，市人社局负责研究制定具体实施方案。</span></section><section style="margin-right: 8px; font-weight: bold; box-sizing: border-box !important;">二要严格把关、规范复工。</span>今天印发的《通知》明确了复工复产必须达到的条件，各县区、各行业主管部门要按照属地管理、条块管理要求，加强企业复工的报备管理，主动帮助重点企业、重点项目开展复工复产的登记、准备、备案工作，督促业主履行主体责任，按照中省规定的规范疫情防控措施要求，确保健康信息记录到位、防疫物资储备到位、防控措施落实到位，达不到防护要求、存在风险隐患的一律不得盲目复工复产。</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">企业复工后要以尽可能小的单元封闭运营管理，严格执行进出人员体温检测和信息登记、分餐制、公共区域定时消杀等举措，确保疫情防控不出问题。</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">要督促企业有效保障职工权益，对隔离、留观或政府采取紧急措施不能提供正常劳动的，企业不得随意解除、终止劳动合同，也不得退回劳动派遣用工。</span></section><section style="margin-right: 8px; font-weight: bold; box-sizing: border-box !important;">三要创造条件、保障复工。</span>各级政府部门、中省驻安单位，都要围绕企业复工和项目建设，全力做好用工、融资、煤电油气运等要素保障工作，落实专人强化对接，加强沟通交流，实行“一企一策”，认真帮助企业解决生产经营过程中遇到的困难和问题。</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">市联防联控工作指挥部要千方百计采购口罩、消毒液等基本防护物资，尽快从榆林采购消毒液，分发给复工项目和企业，对大型公共场所、宾馆酒店相关部门要免费组织消杀。</span><span style="max-width: 100%; font-size: 16px; box-sizing: border-box !important;">支持莲花餐饮、睿智餐饮、金州美食、四季酒店以及石泉及食雨、菜字头料理包等餐饮服务企业开足马力生产，开发满足需求的餐饮品种，加大订单配送力度，既可以刺激消费、拉动内需，又能满足复工复产企业后勤保障需要。</span></section><section style="margin-right: 8px;
